Shanghai Residence Registration Policy for International Students
Shanghai offers a favorable residence registration (hukou) policy for international students who have studied abroad and wish to work and settle in the city. The policy aims to attract highly educated overseas returnees and promote innovation and economic development.
Eligibility Criteria:
-
Educational Background: Applicants must have obtained a degree from a recognized overseas university. Generally, a master's degree or higher is preferred, though exceptional bachelor’s degree holders from top global institutions may also qualify.
-
Return to China: Applicants should have returned to China within two years of graduation and intend to work in Shanghai.
-
Employment Requirements: The applicant must secure a full-time job with a qualified employer in Shanghai. The employer must be registered in Shanghai and have a good tax and social insurance payment record.
-
Employer Sponsorship: The employer must sponsor the applicant’s hukou application and provide necessary documentation, including employment contract and company credentials.
-
Social Insurance and Tax: The applicant must begin paying social insurance and personal income tax in Shanghai through their employer.
-
Age and Health: Applicants should generally be under 50 years old and in good health.
Application Process:
- Submit documents through the Shanghai Students Affairs Center (SSAC), including passport, overseas degree certification (via the China Service Center for Scholarly Exchange), employment contract, and employer materials.
- The degree must be verified by the Ministry of Education’s overseas education credential certification system.
- After preliminary approval, applicants begin social insurance contributions. After meeting duration requirements (often 6–12 months), they can apply for hukou.
- Final approval is granted by the Shanghai Public Security Bureau.
Special Incentives:
- Graduates from top-ranking global universities (e.g., QS/THE top 50) may enjoy streamlined processing or relaxed requirements.
- High-demand fields such as science, technology, finance, and engineering are prioritized.
Note: Policies may vary slightly year to year. Applicants should consult the official Shanghai Human Resources and Social Security Bureau website or the SSAC for the latest guidelines.
This policy reflects Shanghai’s commitment to becoming a global hub for talent and innovation.
